The Land Transportation Franchising and Regulatory Board (LTFRB) has announced on their Facebook page that cashless payments are preferred to lessen direct contact.

LTFRB cashless • LTFRB pushes cashless transactions for taxis and PUVs

On May 15, 2020, the LTFRB released the Memorandum Circular (MC) No. 2020-018, which states the guidelines for Taxis and Transport Network Vehicle Services (TNVS) that are allowed to resume operations in areas under the General Community Quarantine. The MC also includes the receipt of the fare payment of drivers via online platforms. Aside from having calibrated meters, taxi drivers should also have online payment services available for cashless transactions. Lastly, taxis and TNVS that will resume operation are also required to have a valid Certificate of Public Convenience (CPC) and Provisional Authority (PA) and observe the maximum passenger load or 50% of the passenger capacity.

Additionally, the LTFRB also released the MC 2020-020, which directs PUVs in expressways to install RFIDs upon resumption of PUV operations to enforce contactless transactions further.
