The Department of Transportation (DOTr) has recently opened the C3-R10 section of the North Luzon Expressway (NLEX) Harbor Link Segment 10.
The 2.6km-long section on the elevated expressway connects the Port Area in Manila to NLEX, shortening the journey from Manila to Quezon City within 15 to 20 minutes. It has three exit off-ramps: Segment 10-C3 Ramp to Caloocan City; Dagat-Dagatan Ramp to Malabon City; and C3-R10 Ramp to Navotas City.
Each entry and exit point features computerized toll collection and traffic management systems. To ensure the safety of the motorists, there are emergency parking areas for vehicles, emergency call boxes, variable message signs, roadway lighting, and CCTVs deployed along the expressway. Based on the video posted by DPWH Secretary Mark Villar, the expressway features several dedicated weighing stations for commercial vehicles and removes truck ban to optimize the delivery of goods across Metro Manila and other nearby provinces.
