Hailing a trike might become harder in Quezon City. That’s because the LTO will begin implementing and enforcing a strict No Plate, No Travel Policy for tricycles in the City starting July 1, 2024. This follows the agency’s appeal to motorcycle dealerships and owners to issue and distribute plates and claim their license plates, respectively, as a prelude to what they plan to turn into a nationwide policy.
LTO to start with QC, plans nationwide No Plate, No Travel Policy for tricycles
This announcement follows the LTO finally being able to address the close to 3,000 tricycle license plate backlog last month. In a ceremonial distribution, these plates were handed out to Tricycle Operators and Drivers’ Associations (TODAs) and as such, these plates are supposed to be installed on the tricycles for them to legally be driven and used.
“With all the license plates already distributed to all tricycles being used in public transport in Quezon City, your LTO will presume that tricycles with no license plates but are being used in transporting passengers in Quezon City are colorum, or operating illegally” said LTO ASec. Vigor Mendoza II.
This is also in line with the instruction of Department of Transportation Secretary Jaime J. Bautista to immediately release all the license plates to the motorists in the soonest possible time.
The implementation of this Policy in Quezon City will serve as the pilot run for a nationwide implementation implementation. Eventually, the Land Transportation Office will expand its coverage and expansion into more cities and for four-wheel-and-above vehicles to promote stricter road safety as well as anti-colorum measures.
As it stands, the LTO was able to address the backlog on license plates for four-wheeled vehicles early this year given that they were able to produce one million license plates every month since late 2023. What remains a challenge, however, is the plates’ distribution from dealerships to vehicle owners.
“Umaapela po tayo sa mga car dealership na i-distribute na ang mga plaka sa kani-kanilang kliyente in the soonest possible time dahil wala na pong backlog ng mga plaka sa four wheel vehicles [We are appealing to dealerships to distribute plates to their clients ASAP because there’s no longer a backlog for four wheel vehicles]. We also extend the same appeal to the motor vehicle owners. Dapat ay kunin na nila ang kanilang mga plaka at ikabit na agad ito sa kanilang mga sasakyan [They should claim and install their plates on their vehicles immediately],” Mendoza added.
“What is certain is that the ‘No Plate, no Travel’ policy will be implemented soon. Huwag na po nating hayaan na maabutan pa tayo nito dahil may karampatang penalty laban sa mga mahuhuling lalabag into [Let’s not allow ourselves to be caught violating this because there is an accompanying penalty against those who will be apprehended],” Mendoza reiterated.
As we speak, coordination between the LTO and DOTr is underway for the planning and eventual nationwide implementation of the No Plate, No Travel Policy.
