What is the DOTr’s approach for their 2023-2028 Philippine Road Safety Action Plan?

Moving past recent challenges, the DOTr maintains a full head of steam as it barrels ahead with the launch of the Philippine Road Safety Action Plan (PRSAP) 2023-2028. In an event held just yesterday, May 31, 2023, the Department of Transportation laid bare its plans to prevent road crashes and injuries, with campaigns anchored on prevention and education.

The launch of the PRSAP was part of the celebration for Philippine Road Safety Month, and this year’s Global Road Safety Week. During the event, DOTr Secretary Jaime Bautista discussed various programs and initiatives from intensifying road safety education, championing roadworthiness of vehicles, to establishing and building transport infrastructure that are environment-friendly and active transport-aligned with road safety at the core.

“The Department of Transportation takes road safety seriously. Our approach is anchored on prevention and education,” Secretary Bautista said.

More specifically, the PRSAP makes way for the implementation of the road safety education campaign of the Land Transportation Office (LTO), daily law enforcement activities jointly conducted by the LTO and the Inter-Agency Council for Traffic (i-ACT), Public Utility Vehicle Modernization Program (PUVMP), EDSA Busway, EDSA Greenways Project, Bus Rapid Transits (BRTs), Davao High Priority Bus Project, Active Transport Program, and the establishment of bike lanes countrywide.

In particular, Bautista added that the Public Utility Vehicle Modernization Program (PUVMP) is also one of the DOTr’s road safety initiatives, which will upgrade smoke-belching and diesel-powered jeepneys to modern PUVs that conform to Philippine National Standards.

“Basically, majority of our transport projects are aligned towards promoting road safety. But we need to benchmark the effectiveness of our initiatives with global standards. After the official release of the Philippine Road Safety Action Plan, it is time for action,” Bautista later added.

Photo: DOTrThe Philippine Road Safety Action Plan (PRSAP) 2023-2028 is a comprehensive document that serves as a roadmap for road safety in the country and is guided by the Global Plan of the Second Decade of Action for Road Safety. It is set upon five (5) pillars with identified strategies for creating a safer road environment which are: road safety management, safer roads and mobility, safer vehicles, safer road users, and post-crash response.

“We stand committed to promote road safety through existing and future projects,” Bautista then reiterated to all those in attendance.

    Please share the Philippines’ Road Safety Action Plan for 2023 – 2028. We need it for reference to come up with a Provincial RSAP for the Province of Kalinga.
