The previous DOTr chief, Arthur Tugade, did a pretty good job during his tenure. This time, another Tugade takes a powerful seat; this time in the Land Transportation Office (LTO) as its head. Atty. Jose Arturo “Jay Art” Tugade has officially been appointed as the government agency’s new Assistant Secretary and he will lead it toward service and ending corruption among its ranks.
LTO Chief Jay Art Tugade will push for quality service and road safety campaigns as well
Jay Art Tugade took his oath of office yesterday, November 14, 2022. After the ceremony, he vowed to implement reforms within the LTO and improve the service(s) that they deliver to the Filipino people.

DOTr secretary Jaime Bautista also affirmed his confidence in the appointment of Tugade into the LTO. “With his experience in management and litigation, I believe that he will make a difference in the LTO with the many problems and controversies being faced by the agency,” said Bautista. “Experience in management and litigation” will definitely come in handy for the new chief, as he aims to address the rampant corruption in the agency.
A way to do this, according to Tugade, is by limiting human intervention in various agency transactions through digitalization. “In order to address corruption, we will take steps to improve transparency and reduce, if not eliminate, human intervention. To this end, we shall exert all efforts to digitalize our agency,” he said.
As for the road safety campaigns that he plans to launch, the LTO chief plans to do this by further strengthening the presence of LTO enforcers to properly implement transportation laws and traffic codes. On improving customer service, he had this to say:

LTO Chief Tugade has given his commitment to “perform and execute tasks assigned to me with passion and efficiency”. He will also work closely with Transportation Secretary Jaime Bautista to ensure that the direction and marching order of the President of further developing transportation will be delivered.”
