The Metropolitan Manila Development Authority (MMDA) has announced that jaywalkers with unsettled citation tickets will soon find themselves on the alarm list of the National Bureau of Investigation (NBI).
The new penalty comes after the Metro Manila Council (MMC) has agreed to deputize the Metropolitan Manila Development Authority (MMDA) in enforcing local anti-jaywalking ordinances of the 17 local government units (LGUs) in Metro Manila.
According to the new penalty, the MMDA the names of violators who fail to pay the penalties or render corresponding community service will be sent to the NBI for inclusion on its alarm list. As a consequence, those names will prompt a “hit” when they apply for an NBI Clearance, delaying its release.
A “hit” is a term used by the NBI if the applicant has the same or similar name with another person with a derogatory record. An NBI Clearance is required when a person is applying for a job or a government ID like a passport.
“We are delighted that all LGUs in Metro Manila have anti-jaywalking ordinances. We have asked them (LGUs) to deputize our men to give more teeth to the local ordinances,” said Metro Manila Development Authority (MMDA) General Manager Jose Arturo Garcia Jr.
“If we apprehend a jaywalker and he disregards the ticket, we can file charges for violating a local ordinance and forward his name to NBI,” said Garcia.
Metro Manila mayors who comprise the MMC, the governing and policy-making body, have yet to sign the resolution before implementation.
The local government units, on the other hand, also have their anti-jaywalking ordinances implemented in their respective jurisdictions.

Public vehicles ang cause ng massive traffic, eh sila naman ang mahilig mag stop sa gitna ng kalsada or sa corner para magbaba or magsakay ng pasahero. Hindi naman ginagawa ng private vehicles yan, kung meron man, minsan lang, hindi kagaya ng PUV, one hundred times a day kung tumigil sa gitna ng kalye, or kaya naman counter flow, lalo na mga tricycle at pedicab. Tapos nagkakarera pa mga jeep at bus. Tapos mga jeep, kahit red light, diretso pa rin, parang walang stop light. Tapos ginagawang terminal pa ng jeep at tricycle ang mga kalye. Kaya wag mo sabihin private vehicles, mas higit na loko loko ang mga driver ng PUV.
Dapat pati yung mga kotseng illegal parking. Unfair na masyado sa mga naglalakad. Puro tindahan na nga ang sidewalk gagawin pang garahe kaya marami ang napipilitan maglakad sa kalsada. Pag nasagi mo pa side mirror nila sila pa galit. It’s time na higpitan na ang pagbebenta ng private cars, sila ang cause ng massive traffic hindi public vehicles.
