How to apply for a Non-Professional Driver’s License: A quick and easy guide for 2022

Having a driver’s license and driving a motor vehicle is a privilege, and most certainly not a right. For private individuals who wish to putter about town in a 2- or 4-wheeled vehicle, there are certain criteria that you should meet, specific requirements that you must have, and a relatively simple application process that they need to follow to get a hold of that hallowed plastic card from LTO.

If you’re looking to apply as a Non-Professional, look no further. This guide is all you’ll need, updated as of November 28, 2022.

Qualifications for being eligible to apply for a Non-Professional Driver’s License

First, the qualifications. As mentioned, there are particular criteria that need to be met to even be considered for a Non-Professional Driver’s License. First, you must be at least 17 years old if you’re a Filipino citizen, or 18 years old if you hail from a different country. If you’re of the right age, then you must also possess a Student’s Permit that must be at least 1 month old from its issuance.

Seeing as you have, in theory, already driven a motor vehicle (you have a Student Permit, right?), you must also not have any pending fines or penalties for any traffic violations. You must also be physically and mentally fit at the time of your application for a Non-Pro License. At the time of your Student Permit application, your medical exam should have already assessed you as being fit, so this shouldn’t be a problem.

Now, the most important factors that you must meet are the following:

  1. You must have completed and passed the Practical Driving Course (PDC) from an LTO-accredited driver, driver’s education center (DEC), driving school, or TESDA training center.

  2. You must also complete and pass the Automated Theoretical Examination and Practical Driving Test

Once all of these have been met, let’s now look at the documents you need to have in hand when applying for your Non-Pro Driver’s License.

First, make sure you have both the original and one (1) photocopy of the following documents:

  • E-Medical Certificate from an LTO-accredited clinic
  • Practical Driving Course certificate

Other documents you must have with you are the completely filled-out Application For Permits And License (APL) Form, and your Student Permit. If the applicant is below 18 years of age at the time of application for a Non-Professional Driver’s License, written permission from a parent or legal guardian (who is also of legal age), as well as their ID with their photo and signature will be required.

One minor detail is that if the applicant is already working, he or she must have her Tax Identification Number handy.

Now, you’re ready for the actual application process.

Let’s make this quick. Here are the steps you must follow for the actual application process for a Non-Professional Driver’s License.

  1. Request for and completely fill out the ADL form, and get a queue number

  2. Submit the ADL form and all the other aforementioned requirements at the window when your number is called

  3. Proceed to the cashier for payment

  4. Written Exam. If you fail, you can come back the following day. If you pass, then proceed to the next step.

  5. Actual Driving Test. If you fail, then sorry, it’s game over. If you pass, move to the next step.

  6. Proceed to the cashier for another round of payments.

  7. Proceed to the Encoding/Biometric Window and accomplish the encoding form with complete details in the new LTO-IT System

  8. Wait to be called and when you are, proceed to the window to claim your brand-spanking new Non-Professional Driver’s License card

  9. Sign the logbook of License Claims/Releases

And that is it!

      Non Professional License pass 30/40 for the 80% my score is 37 and 39 then after that for professional license ..this for 10 years valid 2035
