LTO: Brand-new motorcycles 200cc and below will now have Initial Registration valid for 3 years

Previously, the LTO only granted a 3-year initial registration validity for motorcycles above 200cc. Yesterday, April 23, this policy was amended by Land Transportation Office Chief Jay Art Tugade and next month, brand new motorcycles 200cc and below will already be given the same validity for their first registration.

Under Republic Act 4136 and Republic Act 11032, motorcycles with displacements from 201cc above are the only ones qualified for a 3-year validity on initial registration. After some studies, though, the Land Transportation Office Chief decided to include lower displacement motorcycles in the mandate.

“It is hereby directed that initial registration of brand new motorcycles with engine displacement of 200cc and below shall be valid for three (3) years,” as said in the government agency’s Memorandum Circular No. JMT-2023-2395. “It is understood that the MVUC to be collected during the initial registration shall likewise be adjusted to cover the corresponding registration validity period,” the Memorandum likewise included.

“Hindi natin nakikita na magkakaroon ng problema sa roadworthiness ng mga motorsiklong may tatlong taong rehistro dahil ang mga ito naman ay bagong sasakyan [ We don’t see any problems with roadworthiness of motorcycles with a 3-year initial registration because they are (brand) new vehicles],” said LTO Chief Tugade.

“Naniniwala kami sa LTO na ang hakbang na ito ay makakatulong sa maraming drayber na nagpapa-rehistro ng bagong motorsiklo para magamit sa kanilang hanapbuhay o trabaho [The LTO believes that this is a step that will help many drivers that will register a new motorcycle to use for their jobs or livelihoods],” Tugade added.

Be aware, though, ladies and gentlemen, that once the 3-year validity expires, registration of your 200cc-and-below motorcycle will have to be done yearly. This new mandate is a part of the Land Transportation Office’s thrust to provide fast processes and make transacting with them easier for the public.

Magpapatuloy po ang mga pag-aaral sa mga umiiral na polisiya at panuntunan at kung kailangang baguhin tungo sa ikagaganda ng sistema ay handa po kaming gawin ito [This is proof that the LTO listens to suggestions of the public who directly transact with us. We will continue our studies on existing policies and rules and if needed, we are ready to amend them to make a better system,” Tugade assured the public.

So remember, folks: brand new motorcycles purchased May 15, 2023 onwards will have an initial registration valid for 3 years, and once the 3 years are up, registration renewal will have to be done yearly. Clear enough, yes? Good news? Yes, indeed.
