UPDATE 11 August 2022: Original MMDA Coding Scheme returns on August 15, window hours remain
In the past few weeks, the Metro Manila Development Authority (MMDA) has been closely monitoring the traffic situation in the Metro. This is because of the gradual increase in vehicular volume as more of the country opens up as restrictions ease.
Recently, the MMDA has proposed numerous proposals that they believe could help ease the flow of traffic in the nation’s capital.
It seems though, they have moved forward with one proposal in particular. During a press briefing to the President, MMDA Chairman Romando Artes presented a scheme dubbed the “New Number Coding Scheme”, this proposal seeks to reduce the traffic volume by 40% by implementing a 2-day number coding scheme for vehicles. For reference, check out the photo below for the specifics of the said scheme as proposed.
The MMDA has already submitted this proposal to the Metro Manila Council (MMC) if approved, this scheme could take effect as early as May 1. Although it must be noted that, under the New Number Coding Scheme there will be no banning of cars during the morning, per the proposal, it will only take effect from 5:00 PM-7:00 PM.

Bakit puro bawas ng paggamit ng sasakyan ang solusyon pero walang bawas sa rehistro. Kung ang rehistro ay para sa isang taon at hindi pwede gamitin ng 2/7 days, siguro dapat din bawasan ang rehistro ng 2/7 or 28.5%. Buo ang bayad kaya dapat. Buo rin ang gamit.

No.. how about those employees who are in motor pool instead of using their cars.. if there are 10 employees in a motot pool and the service their having will be under coding scheme, those employees will be force to use their cars which is more cars will be in the road instead of only 1 service vehicle.. just a simple arithmetic..
vehicle coding hinders economic progress hence should be removed permanently.

Suggestion lang (RE: traffic lang) – propose niyo sa appropriate government agency na hwag na i-penalize ang mga (BPO) companies na gusto mag pa work from home ang mga employees nila. Kung pag pipiliin naman siguro ang mga companies eh gusto rin nila work from home employees nila kasi makakatipid sila kaso ang may gusto mag pa return to office eh ang gobyerno (BIR). Tama ba? Malaking bawas sa traffic yan.

Dapat pati mga motor lagyan din ng mga coding kasi malaking abala sila sa kalsada. Karamihan kung punasok ay kaliwat kanan. Dipa nakakalampas sa oovertakan e pumapasok na. Kaya madaming naaaksidente sakanila.

Parang namang ang mga MMDA personnel and officials ay naaapektuhan ng trapik congestion, sa tagal na ng MMDA, meron na ba improvement sa trapik di ba wala naman, dapat jan buwagin na yan at ipaubaubaya na sa LGU, bakit sa Makati, nagagawa ang maisaayos w/o MMDA. Dagdag corruption lang ang ibang mga eompleyado jan. Kung saan trapik wala sila dun ti manage, kung saan naman wala congestions, andun sila. Useless ang presence and deployment nila, magaling lang sila sa illegal parking daw, pero inconsistent.

This is inefficiency on the part of the MMDA because they cannot discipline their corrupt constables that were just lined up along EDSA to protect those obstructing PUV’s, instead of properly manning the flow of the traffic or texting at the side of the road. For the constables, traffic is money. If I may, based on my own observation, a must qualification for a constable is know how to drive a 4-wheel vehicle so that he can study and survey the “real” and “true” reason(s) of traffic in EDSA and other main thoroughfare.
Seriously??? May 1, 2022, falls on a Sunday. It also happens to be a national holiday here in the Philippines.

very reactive. proactiveness is part of the key. the solution is not laying more roads or number coding. They have been proven innefective in all parts of the world. Our officials are quite “Idi___!” Commuters are the primary users and not the private vehicle owners in this country. As such, the solutions are very simple and I dont know where they have misplaced their brains. Put more buses and return the jeepneys on the road. sure, the jeepneys pollute the air, so does cars in traffic jams. Concentrate more on public mass transportation that are comfortable and affordable, and practical. Then maybe, even the car owners will opt to use public transport and thereby lessen the 80% cars on the road. Just a bunch of “Idi_ _ _!” Well, you deserve it, you voted for them. . . . . .
This is much better than the 7-9am and 5 to 8 pm restrictions
If public transport is efficient, reliable, easily accessible and comfortable, this will encourage motorists to commute instead. This is what a pro-active government should work for instead of implementing reactive and experimental measures

Proposed new number coding scheme is just a band aid solution. My humble suggestions are, Need additional new mass transport system(railways & others) on strategic areas, planning & implementing good city & urban plans(new inter-connected/diversion roads & bridges), monitoring system (cctv cameras) and good education on enforcement of traffic safety, rules and regulations thru signboards, visual aids and high integrity & educated traffic enforcers/personnel.
MMDA proposal is a band aid solution. It will not solve the traffic problem. But make it worse, People will buy car and motorcycle.
Government should build more mass transport like MTR and proper city planning.
In EDSA. If the connect the LRT and MRT from the beginning, do you think people will bring own cars. Aside major MRT / LRT. Government should make minor transport loop, that will compliment the main line.
Did EDSA carosel help commuters ? Look at the current situation. It make commuters worse. Bago ka makasakay, you already tired of waiting of bus. Aside before you get into station, you need to climb like mountain. Paano na ang mahina ang tuhod. If mass transport are proper do you think to bring car. With current fuel price. You will think about it.

It seems to me there will be no effect if the coding is only 2hrs from 5pm to 7pm.i suggest 9am-12nn,5pm-8pm.thank you..

I have doubts on how effective it can be. For car owners, it will just trigger them to leave their offices later than 7pm, thus delaying the traffic to 7pm onwards.
Confusing to make it a 2 day coding for each #, and i doubt it will help resolve the issue. Just stick with the usual 1 day a week
Ang mangyayari dyan mawawala ang traffic 5-6 pm at lilipat from 7-8pm. Sana mag-isip naman ang gobyerno natin hindi kneejerk reactions lang.
I suggest that if possible that the new vehicle coding scheme to start on May 16,2022. Because ,personally, volume of traffic is there, we only have to be patient and careful in driving especially for 4 wheeled vehicle. Why? You look left , right, front ,rear , two wheeled ( motocycle) are every where, they will cut infront of you anytime they want.
Motorcycle riders are increasing by volume , and they are exempted in vehicle coding. Don’t they cause /contribute the traffic volume also. Cars have to slow down because of motorcycle riders, but they (motorcycle) never slow down…

If so let’s go for it, but if not, then the basic problem may not be the volume of vehicles but the inability or competency of the agency lead to spear head traffic flow management. Then the reason for being of the mmda becomes a question as well with due respect of course. Just to bring in the point, if one can reduce the number of vehicle on the roads to only one at a time, obviously there would be no more traffic congestion. But for that we don’t need a big agency anymore to do that. The issue is management of traffic flow, that’s what the tax payers are paying them for, including paying the additional road user’s tax, that is to manage the traffic flow, build more flyovers, bridges, roads et al and NOT to lighten their job by just reducing the volume of cars to be managed. If their only solution is reducing the number of vehicles, even the simplest person can do that. Apologies but the additional coding is obviously a lousy solution if they cannot guarantee the travel time as well. Hope this put things in their proper perspective so as not to waste the tax payers money and worst financing the existence of an entity that will add more undue burden to them.

What does 40% translates to? Does that mean that if one usually takes an hour (60min) to travel it’s going to be reduced to 24 minutes? If not, the main problem may not be the volume issue, but the competency and qualifications of the leader and for the agency to manage large volume traffic flow. Taking the example of the Edsa corner Ayala service road south bound just before turning right to McKinkey Forbes Park. One would observe a large number of busses parked along the road causing those turning right to McKinley to take the 2nd from the right lane thereby eating up the lane for those going straight. Day in day out it’s like that esp during rush hour in the morning. If indeed a real no non sense study was conducted, the leader himself should have observed this situation. Instead, it’s been there for such a long time. So it compels the road users to believe that they are merely imposing restrictions to lessen the vehicle because of their inability to really manage large volume of traffic flow, defeating the reason why it’s called traffic management. If their only solution is to restrict and reduce, then let’s just pass a law to do this and that’s it. Abolish the agency and save a lot of tax payers money. With due respect, even a high school graduate can do that, and mostly likely even much better. Case in point, if one hypothetically reduce the number of vehicle to 1 car only, then naturally there would be no traffic congestion. The reason we need mmda is because we need them to MANAGE the TRAFFIC FLOW, and not to simply reduce the number of cars on the road. On the other hand, what happened to the Road User’s tax that car owners pay annually? All said with due respect of course to their efforts, but let’s hope this help to put things in their proper perspective and come up with a solution.
The proposal will only make confusion on the car owner , make it simple by using odd/even no. Plate ending in EVEN no. can use road in EVEN no.days like 2 , 4 ,6,8 and 0 .ODD no. on 1,3,5,7 and 9
It is lack if investment over the last 20 plus years that has caused this problem.
Maraming salamat sa effort MMDA for sokving the traffic congestion in the metropolis, but i think your new proose new will cause much traffic than decongestion of 40% as you are predicting am sure your babasis and trial is by virtual, in reality it is many times proven not applicable. Not banning on the rush hour in the morning, ban only at 5pm – 7pm you are pushing all the vehicle owner to go out just be back before 5pm or else back after 7pm. Those who cant will suffer cought up in a traffic jam and stay on the road.
It is worth trying to observe effectiveness of the proposed new coding.
Will a armored car be provided for each officer to place thier “FINES” to take home with them cause thier pockets aren’t that big. And will the poreigner, kano tax be doubled or tripled? I got caught once cause I missed the skyway entrance coming back home from subic and there was no way off edsa. Cost me 6k php, threats of car impoundment and jail time of undetermined length if I didn’t pay right then and there. Less than half a km further down, got the same thing from another cop. Instead of traffic enforcement they’re doing personal income enforcement.
Recommend:
1.0 Put/Control entry of new cars just like SK, Japan n others.
2.0 Improved infrastructure.
3.0 Promote n improved mass transportation.
Adding more roads n bridges without plugging the entry of new cars is just maintaining the traffic problems.
