TPLEX is about to get a lot longer. After a rather swift evaluation and approval process, NEDA announced that the latest Tarlac-Pangasinan-La Union Expressway extension project has gotten the thumbs up. The proposed four-lane, 59.4-kilometer project will extend the TPLEX from Rosario to San Juan, La Union.

The proposal was submitted to the Investment Coordination Committee on March 23 and subsequently elevated to the National Economic and Development Authority (NEDA) Board. In what was the fastest recorded evaluation and approval process for a public-private partnership (PPP) proposal, the NEDA Board chaired by President Marcos approved the extension project just this past Friday.
“The TPLEX Extension Project’s swift approval demonstrates the President Ferdinand R. Marcos Jr. administration’s resolve to cut bureaucratic red tape and streamline government processes. This is critical to accelerating much-needed investments in infrastructure,” said Finance Secretary Benjamin Diokno.
The extension project will have 3 phases where a segment will be constructed in each. These will be Segment 1 from Rosario to Tubao, 18 kilometers, Segment 2 from Tubao to Naguilian, 23 kilometers, and Segment 3 from Naguilian to San Juan, 18.4 kilometers. It’s estimated that the first segment spanning Rosario to Tubao will be operational by 2026 and that the entire project will be completed by 2028.
“This is expected to stimulate economic activity, alleviate road congestion, provide better and safer road access, and promote the development of new growth centers in nearby regions,” said Arsenio Balisacan, Socioeconomic Planning Secretary and NEDA Director General.
TPLEX‘s extension project requires a total budget of PHP 23.4B, and the NEDA Board gave the Department of Public Works and Highways permission to commence negotiations with the project’s original proponent, which is SMC (San Miguel Corporation) TPLEX Corporation.
Upon its completion, the TPLEX extension project is expected to cut the travel time from Rosario to San Juan, La Union province from 96 minutes to only 42 minutes; about half of the current time it takes today.
Road trips up north should be a lot more convenient and fun when this is all finished. This is one extension frequent travelers would take any day.
