A bill seeking cleaner facilities in land transportation terminals has been signed into law. The bill was first proposed last April 2019.

The Republic Act 11311 was signed by President Duterte last April 17, 2019. A copy of the document was only released to reporters today, June 19. Under the new law, it’s stated that the

“[…] The State shall hereby require the owners, operators, and administrators of land transportation terminals, stations, stops, rest areas, and roll-on/roll-off terminals to improve their facilities through the provision of free internet services, and clean sanitary facilities.”

The sanitary facilities in the transportation terminals are required to have separate restrooms for male, female, and disabled individuals. It should also have enough ventilation, lighting, running water supply, a flush system, a toilet seat with cover, a lavatory with toilet paper, mirror, soap, hand dryer, and a door lock. The facilities should also have an exclusive space for diaper-changing. There should also be a separate lactation station for nursing mothers.

It’s also stated under the bill that the facilities are free of charge and operators are prohibited from collecting fees. Passengers will only be required to show their paid bus ticket for the day in order to use the sanitary stations.

Operators and terminals who do not comply with the law shall be fined PHP 5,000.
